What WhatsApp costs a South African business, and what changes on 1 October.
From 1 October 2026, the replies you send inside WhatsApp's 24 hour customer service window become chargeable again. For most small businesses that is a new line on the bill of roughly R90 to R110 a month. This page shows where that figure comes from, so you can work out your own instead of taking ours.

The shape of the bill
WhatsApp charges by category, not by keystroke.
Billing on the WhatsApp Business API is per conversation and category based. There are four categories, and what a message costs depends on which one it falls into. Marketing is the expensive one. This page puts a Rand figure only on the service reply, because that is the one that changes on 1 October and because the exact South African rates are still due from Meta.

What actually changes
From 1 October 2026, answering costs money.
Service messages become chargeable again on 1 October 2026. The estimate for South Africa is roughly R0.12 plus VAT per message, which for a busy small business works out at about R90 to R110 a month.
Say the number out loud before you panic about it. It is a hundred Rand or so, not a new salary. What it does change is the arithmetic of a chatty assistant: every reply is now a line item, so a conversation that takes six messages to answer a question costs six times what one good answer costs.
Both of those figures are estimates dated 29 August 2026. Meta's exact South African rates are due by 1 September 2026, and until they are published nobody selling you anything can tell you the real number, ourselves included.

Where that last row comes from: Meta Business Agent launched on 3 June 2026 and was free until 31 July 2026. From 1 August 2026 it is billed separately at USD 2.00 per 1 000 000 tokens, which Meta describes as roughly 4 to 5 US cents a message. At R16 to R18 to the dollar that is about R0.65 to R0.90 an AI reply. Whether it is switched on for South African businesses at all is not confirmed, and that is covered further down.
Swap in your own two numbers, how many conversations you handle in a month and how many replies each one really takes, and the same two sums give you your own figure. If the second number surprises you, that is the useful part of the exercise.
Bringing the bill down
The lever is the reply count, and it always was.
Nothing here is a trick. Once each reply carries a price, the things that were already good manners on WhatsApp become the things that keep the bill small.
Fewer replies, better ones
A reply that answers the whole question costs one message. The same answer dribbled out over four costs four. Price, duration and the next two openings belong in one message, not in a conversation that has to be dragged out of you.
Answer inside the free window while there is one
Service replies inside the 24 hour window a customer opens are not charged per message today. Where a free window still exists, answer inside it rather than letting the thread go cold and reopening it later on your own terms.
Do not send a marketing template where a reply would do
Marketing is the most expensive of the four categories. If somebody has asked you a question and you are within the window, the answer is a service reply. Reaching for a campaign message instead is the costlier way to say the same thing.
Where the honest answer is "we do not know"
Two things nobody can tell you yet.
If a vendor gives you a confident number for either of these before Meta publishes, ask them where it came from. We would rather say this out loud than round it off.

What counts as a service message?

Which category costs the most?
Marketing. That is the practical reason to answer questions as replies inside the window rather than reaching for a campaign message to say the same thing.
So what will 1 October actually cost me?

Do I pay for Meta Business Agent on top of my messages?
A business running Meta's agent pays the token charge, and the agent's delivery is bundled into it. It is billed separately from the message categories, at USD 2.00 per 1 000 000 tokens from 1 August 2026, which Meta describes as roughly 4 to 5 US cents a message. It was free until 31 July 2026.
Can I use Meta Business Agent in South Africa?
Yes. It is live in South Africa, and you can confirm it for your own number in about a minute: open the WhatsApp Business app on the phone holding that number, go to Tools, and look for a row called AI agent. Read the eligibility rules before you switch it on. Seven verticals are excluded outright, so if you are in Finance, Government, Health, Alcohol, Gambling, over-the-counter drugs or matrimony it is not an option at any price. What Meta's agent actually does goes through it properly.
When will the real numbers be published?
Meta's exact South African rates are due by 1 September 2026. Until they land, treat every figure on this page, and every figure anybody else gives you, as an estimate.
Where did the figures on this page come from?
Meta's published pricing for WhatsApp and for Meta Business Agent, converted at R16 to R18 to the dollar where a conversion was needed, and dated so you can see how old they are. Nothing here is survey data, industry research or a number we worked backwards from. Where we do not have a figure, the page says so.
The number this page cannot show you
The message cost is the small one.
Everything above is arithmetic on what Meta charges to carry a message. It is worth getting right, and it is about R90 to R110 a month. Now put it next to the other numbers on the same page of your books.
One no-show
A single missed appointment on a R450 service costs more than four months of WhatsApp fees. Most small businesses lose several a month and have stopped counting them.
One enquiry answered on Monday
Somebody messages at 20:40 on a Saturday. If the first reply is Monday morning the job is usually gone, and it never appears in any cost report.
One invoice nobody chased
Work done, invoice sent, silence. The reminder that would have collected it costs one service message, roughly twelve cents.
Meta's own agent will answer the message and can put an appointment in a calendar, and if that is the whole job then use it and pay nobody. It stops before the deposit, the Rand invoice, the reminder, the review request and the enquiries that arrive on your website, and it excludes seven industries outright.
